The BEST Constitutional Amendment Nigeria Needs NOW!



THE CONSTITUTIONAL AMENDMENT THAT NIGERIA NEED 
(MADE-FOR-NIGERIA DEMOCRACTIC STRUCTURE) 
1. EXECUTIVE ARM:
There should be a ruling committee (The Executive Committee).The Executive Committee (EC) should be made up of six presidents elected from the six geopolitical zones of Nigeria. The Six geopolitical zones shall be North West, North East, Middle Belt, South East, South West and Niger Delta. There will be Six (6) year single tenure for these committee members. This means that election will hold in Nigeria every six years. There will be rotational chairmanship role between the six presidents with tenure of 1-year only. By the end of six years tenure of the committee, each of the six zonal presidents might have had 1-year chairmanship role of the EC.
The EC is expected to sit every week to take decisions on Nigeria Political, Social and Economic wellbeing. Their responsibility is to govern Nigeria as united country. Every Decision should be cordially deliberated and if there is any dissenting voice, a 2/3rd majority vote will see a decision prevail and binding on all the six member of EC. Also, there will be National Executive Committee (NEC) Meeting once a week. The NEC meeting shall comprises of the EC members and Thirty Seven (37) Ministers (one minister chosen from each state of the federation and federal capital territory). The NEC will perform the present role of Federal Executive Council (FEC).

There shall be a Prime Minister elected by the national assembly from amongst the national assembly members. The prime minister will only be a ceremonial head of Nigeria. The prime minister is entitled to a single tenure of six years only and shall not have power over the EC members. He will not control the political, social and economic wellbeing of the Nigerian people. The prime minister is mandated to propagate the EC decisions to the international communities. The Prime minister cannot sign any treaty on behalf of Nigeria except so directed by the EC.

2. LEGISLATIVE ARM:
There will be unicameral (one-arm) national assembly. This shall simply be called National Assembly (not senate or house of representative). It shall comprise of 109 members. One member elected from each of the three zones of thirty six states and one member representing FCT. The national assembly shall be governed by rotational principal leadership with 1-year single tenure (The President, The Deputy President, The Community Leader, The Deputy Community Leader, The Chief Whip, and The Deputy Chief Whip). The Community Leader is expected to be the head of Community Committee whose oversight function is to see that budget are expended properly and making sure that all statistical data are monitored in such a way that the budget impacts the Nigerian people positively. 
There function is to monitor the economy and budget performance. There shall be only Three (3) oversight committees whose functions are primarily to check the executive performance in terms of economy & budget, national security and foreign relations. The Deputy President shall head the Foreign Relations Committee and The Chief Whip shall head the National Security Committee. One principal leader shall be elected from each of the six geopolitical zones. A National Assembly member is entitled to two tenure limit of six years each, provided the member win re-election after the expiry of the first six year tenure.



3. JUDICIARY:
Status-quo shall be maintained.
This structure shall apply at the state level and local government level. Joint state/local government account shall not be permitted. The local government shall function independent of the state government. The people at the grassroots shall determine the fate of who govern them.

Any corrupt leader convicted shall be jailed for a term not less than Thirty Years.

A local government is entitled to 10% revenue from the resources generated from their land while a state government is entitled to 20% revenue of such resources. The federal government shall share the remaining 70% for the national wellbeing of the people (sharing ratio: 20% to all the local government and 30% to all state governments (i.e according to population’s size), 20% to Federal Government). All taxes shall be paid to the federal government and shall be shared according to the percentages established as stated above.

CONCLUSION
This Made-for-Nigeria Democratic Structure will go a long way in reducing cost of running government and will also reduce drastically the present distrust that characterized our national life.
